Pool Barrier Inspection Requirements in Florida

Florida pool barrier code requirements, what inspectors check, and how to pass the first time.

Florida pool barrier requirements exist because drowning is a leading cause of death for children under five. The barrier inspection is taken seriously. Here is what the inspector checks and how to make sure it passes.

Fence height

Minimum 48 inches from finished grade on the outside. The inspector measures at multiple points. If the grade varies around the perimeter, every point must meet the minimum. Landscape grading near the fence can create low spots that fail.

Gate requirements

Gates must be self-closing and self-latching. The latch must be on the pool side, at least 54 inches from the bottom of the gate, or must be otherwise inaccessible to young children. The inspector tests the gate mechanism. If the gate does not close and latch on its own from any open position, it fails.

Gap measurements

No gap larger than 4 inches anywhere in the barrier. This includes the gap between the bottom of the fence and the ground, gaps between fence components, and gaps at gates. The inspector checks with a 4-inch sphere test at multiple locations.

Climbability

The barrier must not have features that would allow a child to climb it. Horizontal rails, decorative elements that create footholds, or nearby objects that could be used as climbing aids are all deficiency items.

Screen enclosures as barriers

In Florida, a screen enclosure can serve as the pool barrier if it meets all barrier requirements. The screen must be in good condition with no tears or gaps. The screen door must be self-closing and self-latching.

Wall of building as barrier

When the home itself serves as one side of the pool barrier, doors providing direct access to the pool must have alarms or self-closing/self-latching mechanisms. The inspector checks every door that opens to the pool area.

Common failures

The most common barrier inspection failures are gates that do not self-latch reliably, ground gaps exceeding 4 inches due to uneven grading, and missing door alarms on home exits to the pool area. All of these are fixable in minutes if caught before the inspector arrives.
