The start-up inspection verifies your new HVAC system operates correctly. Here is the full checklist.
The start-up inspection is the commissioning check. The system is installed, connected, and ready to operate. The inspector verifies that it actually works as designed.
The inspector checks indoor and outdoor unit nameplates and confirms model and serial numbers match approved plans. If you have an AHRI certificate or matching documentation, that gets verified too. Equipment that does not match the permit is an automatic fail.

The system gets turned on in cooling mode. The inspector watches it operate and verifies supply and return air temperatures with a thermometer. Condensate flow and drainage function are demonstrated. The system needs to be producing the expected temperature differential.
The disconnect must be in the on position with proper labeling. Breaker size must match the equipment data plate. The thermostat needs to be calibrated and operational. These are items that can fail even when the installation is otherwise perfect.
The inspector confirms that the system was evacuated, charged, and tested per manufacturer specifications. Airflow and condensate must meet FBC Mechanical requirements. If the manufacturer requires specific commissioning steps, evidence of those steps being completed is part of the inspection.
Start-up verifies operation. Final verifies everything including labeling, insulation, and code compliance documentation. Some jurisdictions combine them. Others require both. Check your permit conditions.
